Environmental Remediation
In case of brown-field projects, mainly if the previous human project activities are not known in detail, the site may have been subjected to contamination and pollution. Therefore the soil and underground water shall be subjected to laboratory tests and the boundaries of the contaminated area, if any, shall always be defined.

If the soil is contaminated, the affected area may be subjected to environmental remediation. During the environmental remediation process the damage of the groundwater and the geological medium is mitigated and the former or close to original state restored. Further, services utilising groundwater resources are also restored or equivalent services are provided.

The environmental remediation process is started by a fact finding process. To perform this, the following pieces of information are available: maps, aerial photos, site plans and past test results. The previous findings are completed with on-site test results and accredited measurements, by means of which any decontamination may be identified and the boundaries of the decontaminated area may be defined.

The fact finding is followed by arrangements, if necessary, aiming the removal of the contamination or the restoration of the site to its state prior contamination stipulated by the environmental authorities.

In the third phase of the environmental remediation procedure, monitoring activities are performed to analyse and follow up the contaminations based on the environmental remediation procedure.

Environmental Protection

Environmental emissions from the facilities of the thermal and power plant industry may considerably influence the environmental conditions of the affected region, therefore it is an inevitable requirement to use the best available and the more clear technologies by utilising the natural resources economically and causing minimum pollutant emissions.

The main criteria for the design, implementation and refurbishment of power plants, electricity systems and transformer stations are to largely mitigate the loads on environmental elements and systems, to reduce pollutant emissions, to protect the cultivation and forest areas, to increase the use of water treatment technologies using small amounts of biologically decomposing chemicals, thus preventing environmental harms.

The implementation of big projects (specifically power projects) is preceded by a long and detailed permit application process. This process starts with the environmental permit application procedure.

Any additional environmental load caused by a planned development project shall not only be environmentally justified based on the relevant environmental provisions, but shall also comply with the locally existing environmental conditions as a whole.

To assess this, an Environmental Impact Assessment is to be drawn up.

During the relevant load and base state assessment of the site and its vicinity (prior to the start of the development project) the geological medium, the air, the surface and subsurface waters are subjected to quality and quantity analyses. Furthermore, the flora and fauna, the nature and the landscape protection functions as well as the involvement of the man-made built environment shall also be surveyed.

The Assessment covers all environmental elements and systems as well as all project phases (project implementation, plant operation, emergency situations and the decommissioning as well).

Based on the Assessment results, decision is made whether the planned technology needs to be changed.

The summary of the Environmental Impact Assessment includes also the impact areas of the planned activity.

As a result of the above, an assessment may be made that the additional load caused by the planned development project is not only environmentally justified in itself but complies with the locally existing environmental conditions as a whole. If the summarised affects do not exceed the prescribed limit value in respect of any of the factors, the planned development project is deemed approved on the relevant area.

Upon this approval, the Environmental Impact Assessment is drawn up based on the conducted environmental surveys.

The document should include proposals for reducing the environmental impacts and the description of monitoring systems to be used to check environmental loads.

If the project development activities involve or affect NATURA2000 areas, then NATURA2000 impact assessments should also be compiled. The latter is focussed on the survey of biotopes and species present on the territories of the NATURA2000 areas as well as on the assessment of the impacts of the planned activities on these biotopes and species.

Humans affect both the environment and the nature by their economic activities. Mankind shall preserve for the present and the future generations the genome, the diversity of the flora and fauna and the natural resources accumulated in millions of years.

Nature protection means the preservation, protection, and maintenance of the natural values, living creatures, natural communities, biotopes, natural and natural-like areas and the natural landscape, as well as creating the life conditions for their survival.

The assessment should not only cover the current position of the projects. But the design shall also consider whether the natural values, the protected flora and fauna can be preserved, whether there are properly functioning connections within and between the individual biocoenosises, and whether the protection of the natural and natural-like, living and lifeless elements can be ensured. The areas to be preserved shall be sufficiently large enough to provide survival for the biocoenosises and organism groups.
